You don't. As far as I have tested, with patch 1.15, if you have any unit/building have a build time of 0, it crashes. Besides, 1 second to build something isn't that long dude.
Upgrades and Research on the other hand can be set to 0.
The value for 1 second build time in SCXE is obviously 1, but in Starforge or SCMDraft, it's 15. So put anything lower than 15 and higher than 0 and it will be faster than 1 second.
