im making a druid and im kinda poor, well i just dont liek trading my items my charaters are using, any way i want to make a druid, and im thinking of either a werewolf or wind druid, which is cheaper?

I'm pretty sure that a Wolf Druid would, on average, cost less. I could be wrong through, it seems Wind Druids use all that runeword gear that can get pretty costly for the poor of BF. :-/

To me - both are pretty item dependent, which makes the limited budget a problem. Although if you can settle for mediocre damage, mediocre equipment is fine. One big difference is the need for ele gcs you get from a wind druid, when you can pull off helpful charms without having them cost and arm and a leg each for a melee druid.
