Ilvls of meph

I'm confused about this, since darkness.diabloii.net says that meph is ilvl 76 which means he cant drop ss, valor, gf, wf, etc...But im lookin in some posts and people say they found ss on meph, is this possible??

as you can see, Meph can drop up to tclass 78

His highest TC is 78. His mlvl is 87.
