IE scroll bar not appearing?

I am in no way computer illiterate, but this problem has me stumped. My brother just called me from work, and said the scroll bar wasn't there on a page that had more than one screen to it. I told him to try all the typical things that could cause or remedy this(maybe part of the window was off the screen, try to hit page down, maximize window, blah blah blah) but there was no scroll bar. An error in the sites coding?

It is possible to remove the scrollbar, but why they would I have no idea.

It sounds to me like a popup type page.
There are alot of sites that are sending content in windows that have no scroll bar.
I'm betting most of it is bad coding like Forged said, the only cure I ever found was like SlyFie said, press the left mouse button and drag in the direction you want to go.
