In the server browser menu, click the Spectator tab and join a game. Using it shouldn't be any different from 1.5.

where do i find my recorded file?

In your Steam\SteamApps\User@EMAIL\Counter-Strike\cstrike folder. Just replace user@email with your account name's folder.
