How to perm a duped item.

1. If your item has a socket say "Goodbye dear item was nice to meet ya" and leave. Item is gone.

that's only for filled sockets.

2. Put the item you want to have permed into the trade window (do not accept any trade of course. Just show him your item).

it's enough to open trade and exit afaik.

i perm my 08 valk all the time, cuz i lost 2 before i knew how, and it works by showing it in trade and leaving
