for CS 1.6 to work you need to download steam (free) but I'm pretty sure you also need Half-Life installed.

Your title is very misleading. Steam can be downloaded at: www.steampowered.com

You do not need half life installed, steam will install it for you, but you do need to get your own cd key, which is not free.
