How do you have a Custom map image?

On some maps the maps have custom MiniMaps on the Download Screen. This is usualy an overall view of the map, but on some maps it changes to a picture.

I am wondering if this requires a program, or can be done with MPQ extractors. I also need to know if the file is a .blp file, becuase I am pretty sure it is.
