How do u perf. upgrade weaps?

What do you mean by "Perf upgrade" because you can upgrade them, but I don't understand what you mean by "Perf."

Uhmm, their is no Gamble in Upgrading as far as Im concerned. All stats stay the same, just the base damage, reqs, and defense go up.

Yea, all mods remain the same, just base things change. Therefore I have no idea why he said "Perf"(I knew he meant perfect) upgrading.
