How Do I Turn A Normal Picture Into the size of a minimap picture?

open it in some editor (photoshop or wutever) and goto image properties

Open Paint (the one that co me with your computer) put that image in it. Go to image>stretch/skew>type in 30:30: (where it says 100:100)

lol the picture im trying to change is a jpeg thing and i cant open it in paint...i dont think i have any photo workshops but oh well ill find a way soon.

just wonderin why actual size (not height x width, but kb) matters if its bein hosted off my own server, also the rules say only a h x w limit, not size

edit: those rules were from a different forum ill try and get a new sig up soon, i dont want it to be all squished and stuff
