How do i get hookshot to work on steam?

hey i was recently playing counter strike on steam and there was a buncha guys shooting around the map with hook shots but wouldnt tell me how to use them could u please tell me how to activate them then use them

It's an AdminMod plugin. When you press the button, a white thing shoots out and grabs whatever texture is in front of you and pulls you toward it. It gets really fun. It's used more in SvenCoop than CS.
