It's not in character config files, it's a private variable in bots/YAMB.d2j
Change it to false to use the snagit ini or true to use the nips. Since for some reason mine was saying it didn't have a valid nip path it was erroring out.
But since it's creating the variable its testing just before the if statement... wouldn't it always equal nothing... I dunno but it's the nip code has been that way since 9.4 I think
