Help with andrew's spambot

basicly i want the bot to stay in only 1 channel, and repeat 1 message every x seconds
everything works except the fact that it doesnt spam anything^ i mean it sits in the channel and does nothing...
pls tell me everything i need to edit so it will repeat only one message in the same channel over and over
