Help, skin problem

How do you make custom skins, do you need a special program or something? I have adobe elements program, is that good enough? If it is, how do i import the models onto it?

look on the official War3 web site, they have a dowload that is 10mb or so that is a modle maker, i think

it isn't, it took me like 3 weeks to learn how to skin, most ppl dun even know how to export :rollie !
