To do that you have to create a shortcut to Diablo II.exe and then, right click that shortcut, go to properties and there should be a box called "Target"
There, you add a space and the "arguments" (also known as parameters).
So if Diablo II.exe is in C:\Program Files\Diablo II, the Target field would look like this:
"C:\Program Files\Diablo II\Diablo II.exe" -multiclient -w -ns
