What type of an assassin is it? Im assuming it's a martial arts assassin.
The gear you've listed he's wearing isn't all that good. I would advise lvling him a little more, then, assuming u can afford it, grab yourself an :
SS
Shaft
Gaze
Crafted 20ias, LL, +2 Ma Skills Gloves
Swap out a Raven frost for a High LL Ring
possibly some Perf Waterwalks

Sadly, it's all about the gear. If you have crappy equip, no matter how skilled you are, you just wont be all that good.

Also, post you stat and skill point allocation, ie:
str, vit, dex, energy (better be base), and what skills you maxed

why do I need 20 ias ? it's like maxed out alrdy for me, I use a lvl 6 burst of speed and i believe it's at the max

Dex - 198
Vit - 210
Energy 25

Skills I maxed, well, phoenix strike I got to lvl 18, tiger strike 19 then for disciplines, I put like 15 in claw mastery, 6 in burst of speed, shadow master I put in 2 skill points I think so I think it's like lvl 5. I also have lightning sentry at 12

I dont have much to say, but I do recommend maxing claw mastery.

Well, using the equip i suggested you would have roughly +4 to all skills, meaning with a lvl 6 BoS you would have lvl 10 BoS.

Using Bartuc's would mean you would need no IaS on any of your gear to hit 7fps attack, so you were correct in saying you dont need +20ias. My bad.

As for other gloves to use...I'm really not to sure...some +2 MA skills wouldn't go astray with some LL...

Were those stat points you listed you base stats? ie: no equip bonuses? If so, put no more in str or dex and just pump vit. If it is with equip...hmmm, just drop enough points to wear an SS (156). Also, if you are reeaallly rich, i'd socket the shaft and gaze with 40/15max jewels. (Ok, this is getting stupidly expensive)

As for skills, max tiger, phoenix and claw mastery. I would put a point or 2 into Mind Blast for crowd control and the max Shadow Master.

Btw, is this PvP or PvM? Also, are you using Kick or claw finishers?

PvM... not I rarely use kicks.... I like to pump phoenix charges with normal attack

why dont u guys just go back in time and find my assassin guide i wrote and also with bartucs u need only lvl 5 or so BOS for max speed

Actually, using Bartucs with no outside IAS you need lvl 10 BoS for 7fps attack.
