Hardcore character creation

Hi guys, I had my account banned a while ago and lost a bunch of good chars. Now I come back and dont feel like beating game in normal mode. Can someone tell me where that nifty program is that allows u to create hardcore characters without beating the game? I used it before but cant find it :\

with 1.10 you can automatically make a hc char without beating norm on sc its very handy since i too play hc (ladder)

I also have that same problem sometimes. I can't create HC character when I create new account. Try creating another account and see what happens. It helped me once.
