It's a complicated matter, really. In low level 25 mans elementals can actually be top of the caremeters easily, since they need jack **** on regards to spell hit rating, which is the single most important stat for any caster. As draenei, you need 38 spell hit from gear, for example
Meaning you can easily invest on other stuff, while everyone else has to still invest in hit rating in order to cap it. And as soon as you progress trough t5 content and get enough crit (26% unbuffed come 2.4), and you start investing on pure spell damage, you can also be quite ahead on caremeters.
The problem comes with t6 instances, with all the hit from all DPSers being capped with gear alone, they can gem for pure damage and so they'll be what you were in the beggining. An elemental shaman can never hope of pulling as much constant dps as a destruction warlock (the most overpowered thing ever due to all those synergies) or a good hunter/rogue.
But I'm starting to collect some haste rating gear which is also very important.
To answer your question, it depends on the fight. I am usually first in fights that depend solely on ranged nuking (Al'ar, Leotheras), but if the fight involves any kind of moving, baibai.

As for rotation, go LBx3/CLx1 if you have good mana regeneration (invest on crit, not mp5, and get a spriest
), and get to LBx4/CLx1 once you get enough haste for it to be worth it (so you can fit another LB into the CL 6 seconds cooldown). If your mana regen sucks, just spam LBs.
