Getting Neutral Hostile Units to attack?

I have a Blue Dragon that attacks for the first few minutes, then when is attacked again refuses to retalliate. It stays flying all over the place and returns to its home surrounded by 4 Fountains of Health. How do I get it to keep attacking?

Unit Enters Region

Condition:
Unit is not owned by neutral Hostile

Action:
Order Bluedragon to attack entering unit.


And BAM that should make it keep attacknig..
