Like others I go for personality above all else, but seeing as how this asks for what you like in a girl on a looks basis I'll post my opinion the hottest girl I can imagine in my head. This doesn't make me shallow, because I'm not, but this is like me posting my dream girl.

Eye color: Green

Hair color: Black or something dark

Hair length: Long enough to put in a pony tail and look good, but not passed upper-mid back. Hair down is better than up though..

Smile: Gotta be beautiful

Boobs: Doesn't matter

Ass: Gotta be nice..hmm..something along the lines of slightly ghetto booty, but not fat. Like those hot thin chicks with asses that don't fit them. J-Lo for instance.

Weight: Proportional to their height. A few pounds under is ok, but not that great. A few pounds over isn't bad at all.
