Americans created an espionage scare about canadian coins after they thought one of our commerative 25 cent coins was some kind of spy device because they didn't recognize it.
Also, what went through their heads: "Hmm, I wonder what the Canadians are thinking, 'I know, let's spy on them with something they'll never find... like a brightly coloured coin... a red coin!' Hah, silly Canadians, they'll never fool us!"

Its just like when you approach a tribe of savage with a lighter or a zippo, and they accuse you of witchcraft. The worried contractors described the coins as "anomalous" and "filled with something manmade that looked like nanotechnology," said once-classified U.S. government reports and e-mails.
The 25-cent piece features the red image of a poppy inlaid over a maple leaf. The quarter is identical to the coins pictured and described as suspicious in the contractors' accounts.
