Effect help?

its like a digital painting and it looks sick (the skin effect),
does anyone know how to acheive this effect, i've tried everything and browsed through a ****load of tutorials and can't find out how, help is appreciated.. thanks

Looks like a buncha pictures of the ******s that just have various light soucres pinned on them.

it looks like some simple soft light and airbrushed. It doesnt look anything like a digital painting. Youre wrong. File > New

pretty sure it was just a surface blur on the skin
