There has been a huge fuss in the Battle.Net forums about the main screen too TFT. People liked the proposed version of the main screen, I did too.

If he posted it there. Then it can't be against the TOS. Or he can get fired. ;)

As Kenny stated in his thread, unfortunately the EULA does not condone game data modification done outside of the World Editor. It's possible that we may add support for changing the background in the future. Until that time, please stick to what the World Editor allows. I will be sure to check the EULA before providing any further suggestions. My apologies.

In response to the question about whether or not you are allowed to change the background, here is the answer.

Modifying the MPQs in any way is a violation of the end user license agreement which could make an account subject to removal from Battle.net. For this reason, we ask that players make use of the included World Editor for modifying the game. While we are unable to support the World Editor, it's a very powerful tool, and we do have a separate forum for players to help each other with using it: http://www.battle.net/forums/war3/board.aspx?ForumName=war3-maps

More advanced users might also be interested in downloading the Warcraft Art Tools https://www.battle.net/war3/files/ and visiting the forum set up for player-based assistance for those http://www.battle.net/forums/war3/board.aspx?ForumName=war3-art-tools
