They aren´t worse, they are usually godly. Just look at the rare/crafted amulets duped before .10. IMO the only problem is that they might poof, that´s it.
It´s hard to tell if certain item is duped, unless they offer lots of those items/runes. But if someone offers some godly rare boots/amulets etc just ask around from forums if those are duped.

Usually dupes are banned from Duels (Communities). Why? They are just way too freakin' godly for legit playing.
If the item is legit, then it's hard to say if its duped (if the legit item is godly). For Example: I had a circlet with +2 Druid, 20% FCR, 6% LL, 25+ Res All, and 50% PDR + 1 Open Socket. Talk about godly for dueling....It's still on a mule, too- no worries about having druids with that helm.
