Downgrading videos

HOw could I get this file...to below 15000bytes...It is a movie clip of a fish swimming...I am wondering if I can get to like 100 bytes lower...it is like 169 bytes over....please give many info about the subject...

half the amount of colors, the image doesn't need the amount it uses.

The result should be ~11kb, plenty small.
