Does you lvl effect the hellforge droppins???

I have been doing a couple of hellforges and usually the higher lvl the char then the better the hellforge but is this true or just bad luck???

i find it goes it from your normal to nm to hell as in the higher normal u get the higher nm u get n the higher nm u get the higher u get from your hell forge.
