Does + to all skills, on charged skills work?

I was wondering if + to all skills would work on charged skills, or skills given by an item? Would I need to get + to that specific character skill intead? Case in point the Beast item give the skill or werebear and other mods, as almost all know, or the metalgrid ammi gives golems in charges. Would I need to get Druid skill charms, as well as necro summon charms to increase these, or would + to all skills work for this? Is this a viable question, or do these items not get to increase when on an item?

They don't.

They work like Enigma. If you have only Enigma on, it will be level 3.
