What is the Hot I.P. now, I think I read some where that it changed in the new patch.

There is no set hot i.p. its always random, just get ventrilo or mIRC, i think it tells you.

I remeber when d-clone was first introduced that if the I.P. ended in .47 or sumthing it was hot and dclone spawed there.

Dclone was never set to a certain ip.

you can find sites dedicated to Dclone, using a java based IRC client to allow everyone to gather and find out what IP is hot, along with announce if they are about to make one hot.

an IP becomes hot when people sell soj's on that server, takes 80 soj's minimum to pop a server. now explain to me how a server is ALWAYS hot?, it just dont happen like that. sorry.
