Changing Set Items

Is there a way or a program to use to make a quest item into a regular item, cause im bugging a Hell Forge Hammer on Single Player so I can use it on Open B.net, and I want to add sockets, and personalize it, and since Jamella and Shadowmaster doesn't work with LoD V1.10 I need another program to set sockets and personalize, does Hero Editor and sockets and personalize??
