Hello, there is three possible reasons why you are here.
A.You "do or do not" have a network that is not" configured properly/installed."
-Here is a link that has all the information needed to configure/install networks.

B.You have done one of the following, when you last where on the battle.net realm.
• Going in and out of games too quickly (most common cause)
• Spamming text in the chat channel (often associated with bots)
• Rapidly connecting/disconnecting to Battle.net (often associated with bots)
• Repeated attempts to use an invalid CD-Key
• Repeated use of an incorrect password may lock an account login for your protection
• Repeated use of third-party programs (hacks) – these include but are not limited to sending bad packets, flooding the server(s), and the use of hack programs
• Going in and out of accounts/characters too quickly
This lasts anywhere from 15 minutes to 48 hours.
Also note that attempting to connect while restricted can make the restriction last longer. All restrictions lasting longer than 48 hours should be reported to support@blizzard.com.
C.The realm status is down for emergency maintence.

If, none of this has helped here is some tips I can give.
start->run->regedit
Next, find any exsisting keys labeled battle.net under hkey current user software, and hkey local machine software, and delete them.
One last thing to mention is that some third party programs are malicous and can stop u from connecting to bnet properlly. Uninstalling these programs may restore your access to battle.net.
Also, it is reccomended to scan for files it may have left behind to damage your computer, steal your account, and/or take personal finacial information.
So here is the two strongest anti-virus programs you should checkout.
-Norton Symantec Anti-
-Lavasoft Ad-aware Removal
