Cannot Connect.....Help Please!

Can someone help me out please? When I try to connect to B-Net I get the message that you get when you like, spam or something, and I waited like 20 minutes and I still can't get on, I've redownloaded Diablo twice, redownloaded the patch three times and refreshed the server using that battle.net fragment thing twice. Nothing works, I can get on USWest, but I don't play USWest. USEast will not work at all. Can anyone help me please.
