this may have been asked already but, bone spear does magic damage(im pretty sure) so does lower resist lower magic resistance of monsters?

Not in version 1.10.

Considering Magic can not be resisted (except by a caster shield, right?), there is no use to lower the resist any more. It will do enough damage.
