Adding Downloaded Items to your Game?!

OKAY, WTF?! LMFAO. People are retarded they are like "Download this sorceress lvl 84 with all these items etc etc" and it doesnt work when you put it in your diablo file. Now since I was hacked and lost my accounts TWICE because people stalk me after i pked their sorry asses. But now im too lazy to play another 9 months and get as good as I was again. Can any of you tell me if that "Add Items/Characters to your Account" thing true? and if it is..tell me wtf to do..cause..blah people suck.
