A Problem with d2jsp char config

A friend of mine is setting it up and dled the char config from d2jsp.org and when he drags it into the d2jsp directory folder and double clicks it , it says

a file is missing or invalid
compnet "msomctl.ocx" or one of it's dependencies not correctly registered

What should i tell him to do?
