A NOOB Question

This is gonna make me look like an idiot but here I go. What is open and closed battle net and whats the difference?

On open battle.net you can use characters that are saved on your harddisk (you can use an editor to modify them).

On closed battle.net, the characters are saved on blizzards (battle.net) own servers and can't be reached from your computer, which makes playing much safer.
