Hyper triggers, then the following:
Conditions-
- Current player has at least 1 Kill Score.
(this is not the same as kills count for units, as there is no known way to alter that number in starcraft and you need 1 trigger for each possible value that you want to award a point for)
Actions-
- Set Kill Score to 0 for Current Player.
- Add 1 mineral/vespene gas for Current Player.
- Preserve trigger.
Something like that.
